Mail carriers are confused, in general. The rules change constantly, are often mutually exclusive, and the carriers can't keep up.

It seems obvious that of course she would take 2 letters, but some carriers are very, very afraid of doing the wrong thing and they never know exactly what the right or wrong thing is.

So, yes, the world has gone totally mad.
